International Investigations and the Future of the Profession

MADPI GLOBAL President Roman Bazikalov, CLI, CPIO-MI, CII joined investigators and intelligence professionals from around the world at the 72nd Annual General Meeting of the Council of International Investigators in Prague.

The six-day programme brought together experienced professionals working across jurisdictions to exchange knowledge on financial crime, international fraud, OSINT, geopolitical influence, surveillance risk, artificial intelligence and other issues affecting modern investigations.

Roman participated in the professional programme both as a speaker and panelist, contributing to discussions about how investigative methods are evolving as technology, global communications and increasingly complex cross-border matters reshape the profession.

For MADPI GLOBAL, participation in organisations such as CII also strengthens the international professional relationships required when an investigation extends beyond Canada.

The Prague meeting also provided an opportunity to strengthen the trusted international relationships that support MADPI GLOBAL when investigative work extends across jurisdictions.

A matter originating in Canada may involve individuals, companies, records, witnesses or assets located in several different countries. Established relationships with qualified investigators in those jurisdictions allow MADPI GLOBAL to coordinate international requirements while maintaining clear communication, professional oversight and accountability for the client.

MADPI GLOBAL contributed to two discussions addressing very different periods in the history of investigations — and the connection between them.

  • Lessons From the Cold War: Roman presented “Lessons From the Cold War: Peeking Through the Looking-Glass into the Future of Investigations,” examining how principles involving human psychology, deception, operational security, information control and intelligence tradecraft continue to apply to modern investigative work.
  • Artificial Intelligence in Investigations: Roman also joined investigators from Australia, Germany and India for the AGM’s closing panel on AI and the investigation industry.
  • Practical use of AI: The panel considered where artificial intelligence is genuinely useful in investigative casework and where its limitations require greater scrutiny.
  • Privacy and confidentiality: The discussion addressed what information may lawfully and responsibly be introduced into AI systems, particularly when investigations involve confidential or sensitive material.
  • Legal and evidentiary considerations: Participants examined how regulators, courts and clients may evaluate investigative work that incorporates AI-assisted research or analysis.
  • Human judgement: Despite rapidly developing technology, professional experience, verification and human decision-making remain essential to responsible investigative work.

Technology will continue to change the tools available to investigators, but complex investigations still depend on experienced professionals, reliable information and trusted relationships across jurisdictions.

The CII Annual General Meeting provides an opportunity not only to exchange professional knowledge, but to maintain the international network required when investigative work crosses borders.
